A senate RESOLUTION

 

TO EXPRESS PROFOUND SORROW UPON THE PASSING OF Dylan Carter AND TO EXTEND THE DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

 

Whereas, the members of the South Carolina Senate were deeply saddened to learn of the death of Dylan Carter on April 26, 2026; and

 

Whereas, a native of St. George, Dylan was born on September 13, 2002, to Buddy Carter and the late Julie Buchanan Carter. He was a 2020 honor graduate of Dorchester Academy, where he was an active honor student, played football and golf, and sang at many school events. He was Mr. Sub Freshman and named Mr. Challenger in 2016. He shared his musical talent by singing at many chapel programs throughout his school years and beyond in graduations and baccalaureate programs; and

 

Whereas, Dylan worked as a real estate agent with Carolina Properties, where he was known not only for his professionalism, but for the genuine care and kindness he showed to every client and colleague. He also worked tirelessly building and co-owning Sunny Days Campground with his best friend and partner, Logan Lowder; and

 

Whereas, Dylan's talent and passion for singing led him to be a contestant on season twenty-four of The Voice in 2023. In his initial audition, he turned four chairs and led judges to tears with his rendition of Whitney Houston's "I Look to You," which he performed at his late mother's funeral. Throughout the season, Dylan competed for Coach Reba McEntire; and

 

Whereas, a civic leader, Dylan was the co-founder of The Local Voice, a local singing competition that raises money for women with breast cancer in the Santee Community; and

 

Whereas, a devout Christian, he was a member of St. George United Methodist Church. He loved the Lord and lived his life with kindness, warmth, and joy. He was truly loved by all who knew him and leaves behind a lasting impression on everyone he met; and

 

Whereas, in his free time, Dylan enjoyed singing at community events throughout the Lowcountry, volunteering with Living Word Ministries' stage productions, and spending time with his family and friends; and

 

Whereas, he was preceded in death by his mother, Julie B. Carter, and his paternal grandfather, Bobby Carter; and

 

Whereas, Dylan leaves to cherish his memory his father, Buddy Carter (Deanna); brother, Cole Carter (Collins); niece, Claire Julie Carter; maternal grandmother, Kaye B. Harper; paternal grandmother, Diane Carter; grandfathers, Jim Buchanan and Larry Harper; aunts, Kristen Buchanan Hatchell and Stephanie Harper; close cousins, Kaydance Hatchell, Jessica Byrd, and Matthew Byrd (Melissa); and his best friend, Logan Lowder. He will be greatly missed.  Now, therefore,

 

Be it resolved by the Senate:

 

That the members of the South Carolina Senate, by this resolution, express profound sorrow upon the passing of Dylan Carter and extend the deepest sympathy to his family and many friends.

 

Be it further resolved that a copy of this resolution be presented to the family of Dylan Carter.
