A concurrent RESOLUTION

 

TO CONGRATULATE SHERIFF CARTER WEAVER FOR BEING NAMED THE 2026 SOUTH CAROLINA SHERIFFS' ASSOCIATION SHERIFF OF THE YEAR AND TO COMMEND HIM FOR HIS DISTINGUISHED SERVICE TO GEORGETOWN COUNTY AND THE STATE OF SOUTH CAROLINA.

 

Whereas, the South Carolina General Assembly is pleased to learn that Sheriff Carter Weaver has been named the 2026 Sheriff of the Year by the South Carolina Sheriffs' Association; and

 

Whereas, a native of Georgetown County, Sheriff Weaver is a graduate of Coastal Carolina University, the Charleston School of Law, and the FBI National Academy; and

 

Whereas, Sheriff Weaver began his career in law enforcement with the South Carolina Law Enforcement Division (SLED) where he worked in various roles including the bloodhound tracking team, SWAT, outlaw motorcycle gangs, fugitive apprehension, and criminal investigations; and

 

Whereas, Sheriff Weaver joined the Georgetown County Sheriff's Office in 2001 as the Assistant Sheriff. His duties included the management of enforcement, corrections, judicial, and communications units sworn to protect the citizens of Georgetown County; and

 

Whereas, Sheriff Weaver was elected as the Sheriff of Georgetown County in February of 2020. As sheriff, he has spearheaded many initiatives to serve his staff and community. He launched The Truth with Transparency Builds Trust (T3) Initiative in response to public concern following the George Floyd case. Under this initiative, a group of Georgetown County citizens meets quarterly to review every use of force incident involving the sheriff's office. Residents are also updated through community listening sessions, the sheriff's app, and an online annual report from the Georgetown County Sheriff's Office, all of which were instituted by Sheriff Weaver; and

 

Whereas, Sheriff Weaver also pushed to reduce violent crime and drug trafficking in Georgetown County through local, state and federal partnerships. In 2025, the agency had a one hundred percent clearance rate for murder and kidnapping cases, and a violent crime clearance rate of almost seventy-five percent compared to a state average of almost thirty-nine percent; and

 

Whereas, Sheriff Weaver relaunched the Georgetown County Sheriff's Reentry Program, which has now provided GED classes, job training, and life skills workshops to more than two hundred fifty inmates; and

 

Whereas, Sheriff Weaver is deeply concerned about the well-being of the sheriff's department and its employees. During his tenure, he has successfully lobbied for annual pay and benefits increases for all enforcement, corrections, and 911 dispatch employees, and has almost doubled deputy pay; and

 

Whereas, he also worked closely with the Georgetown County Council for the construction of a new detention center. The state-of-the-art campus will also feature a law enforcement training center, a Reentry Program building, and a 911 telecommunications center. Construction of the new detention center is well underway, and it is scheduled to open in the spring of 2027; and

 

Whereas, a leader in law enforcement, Sheriff Weaver has been involved with many different organizations, including as Commissioner for the National Commission on Accreditation for Law Enforcement Agencies (CALEA). He also teaches undergraduate and master's level courses at Columbia College; and

 

Whereas, the General Assembly is grateful for Sheriff Weaver's dedicated service to the people and the State of South Carolina and takes great pleasure in saluting him for receiving the prestigious Sheriff of the Year award.  Now, therefore,

 

Be it resolved by the Senate, the House of Representatives concurring:

 

That the members of the South Carolina General Assembly, by this resolution, Sheriff Carter Weaver for being named the 2026 South Carolina Sheriffs' Association Sheriff of the Year and commend him for his distinguished service to Georgetown County and the State of South Carolina.

 

Be it further resolved that a copy of this resolution be presented to Sheriff Carter Weaver.
