A senate RESOLUTION

 

TO EXPRESS PROFOUND SORROW UPON THE PASSING OF CHIEF DEPUTY CLIFTON J. HOWLE AND TO EXTEND THE DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

 

Whereas, the members of the South Carolina Senate were deeply saddened to learn of the death of Chief Deputy Clifton J. Howle on October 16, 2026; and

 

Whereas, a native of Byrdtown, Chief Deputy Howle began his career in law enforcement in 1993 with South Carolina Probation Pardon and Parole (PPP). Through his career at PPP, he held several positions and worked his way up from his role as agent in charge to become the assistant deputy director for field operations; and

 

Whereas, a civic leader, Chief Deputy Howle took on a new role as a municipal judge, serving the towns of McBee and Jefferson after retiring from PPP in 2022. In 2025, he became the chief deputy to the sheriff of Darlington County, Sheriff Michael August; and

 

Whereas, Chief Deputy Howle was a good man with a kind heart who treated others with kindness and respect. His genuine nature, warm personality, and ability to bring a smile to those around him made him truly special. Chief Deputy Howle was more than a colleague and a leader; his loss will be felt by all who had the privilege of knowing and working alongside him; and

 

Whereas, Chief Deputy Howle leaves to cherish his memory his two sons, Jackson and Coker, and his mother and stepfather, Lynn and Freddie Woodham. He will be greatly missed.  Now, therefore,

 

Be it resolved by the Senate:

 

That the members of the South Carolina Senate, by this resolution, express profound sorrow upon the passing of Chief Deputy Howle and extend the deepest sympathy to his family and many friends.

 

Be it further resolved that a copy of this resolution be presented to the family of Chief Deputy Clifton J. Howle.
