A house RESOLUTION
TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA HOUSE OF REPRESENTATIVES UPON THE PASSING OF DALTON BUFORD FLOYD JR. OF MURRELLS INLET AND TO EXTEND THE DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.
Whereas, the members of the South Carolina House of Representatives were saddened to learn of the death of Dalton Buford Floyd Jr. of Murrells Inlet at the venerable age of eighty-six on April 14, 2025; and
Whereas, Dalton was born on May 4, 1938, to Dalton B. Floyd Sr. and Reba Clowney Floyd of Lake City. As a family man, he became a beloved husband, father, brother, brother-in-law, and uncle; and
Whereas, this cum laude graduate earned his bachelor's degree and his law degree at the University of South Carolina. From there, he entered the United States Air Force as a captain in the Air Force's Judge Advocate General Corps and was stationed in Ankara, Turkey; and
Whereas, upon returning home to the United States, he began an illustrious sixty-two-year career as an attorney and as a community and statewide leader who earned numerous accolades throughout his life; and
Whereas, among his many achievements, Dalton started three banking institutions, served as a lecturer for the Professional Golfers' Association of America (Carolinas Section), was a former chairman of the South Carolina Higher Education Commission and a member of the adjunct faculty of the Charleston School of Law, served as a board trustee of Winthrop University and Coastal Carolina University, and was a life trustee of Brookgreen Gardens; and
Whereas, for his dedicated service, in 2005 Governor Mark Sanford awarded him the Order of the Palmetto, the highest civilian honor given by the State of South Carolina. In addition, Dalton Floyd received the John S. Rainey Philanthropy Award from the Huntington Society of Brookgreen Gardens in 2022; and
Whereas, Dalton's deep love of education and animals led to the development of the Dalton and Linda Floyd Family Mentoring Program at Coastal Carolina University; the Domestic Animal Exhibit at Brookgreen Gardens (in honor of his parents); and Nova's Garden, a pet cemetery located on the property of Belin Memorial United Methodist Church (UMC); and
Whereas, in his later years, Dalton's favorite activity was serving as a member of the Belin Memorial UMC Choir. He loved the music, the people, and the camaraderie; and
Whereas, he leaves to cherish his memory his wife of over fifty years, Linda Floyd of Murrells Inlet; his sons, Dalton Floyd III (Lacy), Brad Floyd (Dianne), and Blake Floyd (Shayda), all of Murrells Inlet; his daughter, Terry Norwood of Annandale, Virginia; three grandchildren, Anna Norwood, Samuel Norwood, and Mya Floyd; a sister, Betty Stone (Doug) of Lake City; and a host of other family members and friends. He will be greatly missed. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, express their profound sorrow upon the passing of Dalton Buford Floyd Jr. of Murrells Inlet and extend the deepest sympathy to his family and many friends.
Be it further resolved that a copy of this resolution be presented to the family.
