A house RESOLUTION
TO CONGRATULATE THE HONORABLE MARK W. HUGULEY UPON THE OCCASION OF HIS RETIREMENT AS MAYOR, TO COMMEND HIM FOR HIS MANY YEARS OF DISTINGUISHED PUBLIC SERVICE TO THE TOWN OF ARCADIA LAKES AND THE STATE OF SOUTH CAROLINA, AND TO WISH HIM MUCH HAPPINESS AND FULFILLMENT IN THE YEARS TO COME.
Whereas, it is a privilege to recognize and salute the Honorable Mark W. Huguley upon the occasion of his retirement as mayor of the charming Town of Arcadia Lakes; and
Whereas, in preparation for his career, Mark Huguley earned his bachelor's degree in government at Spartanburg's Wofford College (1973), followed by a master's degree in criminal justice from the University of South Carolina (1983). He continued to further his education at the FBI National Academy in Quantico, Virginia (Session 166, 1991), and he is a Master Naturalist of Clemson University (2010); and
Whereas, having dedicated his life to public service, Mayor Huguley served over the years as a law enforcement planner and state constable (OCJP, 1973-1974), SLED agent (1975-1995), deputy director for law enforcement (colonel, SCDNR, 1996-1998), assistant director for CJIS (major, SLED, 1998-2004), and supervisory intelligence analyst (FBI, 2004-2010). He also designed the official SLED seal; and
Whereas, for the past twelve years, since the 2013 mayoral election, Mark Huguley has served with distinction as mayor of the Town of Arcadia Lakes. Throughout the mayor's tenure, he has worked in a manner recognizing and promoting neighborly respect and cooperation, as well as collaboration among council members in the best interest of the town. Notably, he has worked with the council throughout his term to address issues by ordinance when warranted and to proactively prevent problems when possible. Communications improvements have continued with guidance from the mayor, and the town website has been updated to enhance its image; and
Whereas, among numerous other achievements, Mayor Huguley proved his excellence in leadership during the great flood of 2015, which saw Arcadia Lakes as something akin to an epicenter. The damage to property and infrastructure, as well as the loss of a life in Cary Lake, presented the unexpected need for the mayor to issue a curfew, later ratified by the town council. The mayor collaborated with others to secure permission for a new entrance to areas of the town that were cut off by the collapse of the Cary Lake dam and the state road on top of it. He then acquired signs to mark the entrance and to inform the 911 center of the road changes to ensure no delays by first responders; and
Whereas, in addition, the mayor applied for, and facilitated the receipt and use of, ARPA funds, which enabled various new town projects. He also worked to promote a sense of community through advocacy of organizations like Serve and Connect and the Decker Collective; and
Whereas, he has not gone unappreciated. This J.P. Strom Fellow received the U.S. Secret Service Award for assistance during the visit of Pope John Paul II and the SLED Meritorious Service Medal. He also received recognition presented by FBI Director Robert Mueller for leadership in terrorism investigation and was presented with the Order of the Palmetto by Governor Richard Riley; and
Whereas, the people of South Carolina, most particularly those of Arcadia Lakes, are grateful for the passion, commitment, and dedication this son of South Carolina has shown in serving his state and its citizens. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, congratulate the Honorable Mark W. Huguley upon the occasion of his retirement as mayor, commend him for his many years of distinguished public service to the Town of Arcadia Lakes and the State of South Carolina, and wish him much happiness and fulfillment in the years to come.
Be it further resolved that a copy of this resolution be presented to the Honorable Mark W. Huguley.
