A house RESOLUTION

 

TO HONOR THE LIFE AND ACHIEVEMENTS OF PROMINENT EDUCATION STRATEGIST, BUSINESS EXECUTIVE, AND PHILANTHROPIST DR. ŞAKIR YAVUZ, FOUNDER AND PRESIDENT OF ATAFOM UNIVERSITY INTERNATIONAL IN BANGUI, CENTRAL AFRICAN REPUBLIC.

 

Whereas, His Excellency Dr. Şakir Yavuz is an internationally respected education strategist, entrepreneur, and philanthropist whose career spans global business leadership, higher education development, and international sports excellence. Born on September 20, 1968, in Erzurum, Turkey, and later professionally formed in Germany, he developed a strong foundation in business administration and economics, positioning him for cross-border leadership. Multilingual in English, Turkish, German, and Italian, he operates seamlessly across international environments; and

 

Whereas, as founder and president of ATAFOM University International in Bangui, Central African Republic, Dr. Yavuz leads a fast-emerging multicultural institution established in 2019. Situated on a 707-hectare campus, the university delivers hybrid learning through both physical and digital platforms. Under his leadership, ATAFOM advances the philosophy of Education for Integration, promoting equal access to education regardless of race, religion, gender, or nationality. He has strategically aligned the institution with American, European, African, and Asian academic standards, positioning it as a bridge between continents and educational systems. Through partnerships with governmental bodies and global institutions, he is contributing to the development of sustainable higher education infrastructure in Central Africa; and

 

Whereas, beyond academia, Dr. Yavuz serves as president of Perfect Timing Holding, a multinational consortium with operations across ICT, fintech, transportation, healthcare, tourism, and education. As founder of SAYA Group and SayArts Collection, he has demonstrated capacity in entrepreneurship, cultural investment, and cross-sector innovation. His corporate leadership strengthens his ability to mobilize capital, forge strategic alliances, and design scalable institutional models that integrate business with social impact; and

 

Whereas, earlier in his career, Dr. Yavuz achieved international distinction as a martial arts grand master, earning more than one hundred fifty national and international titles in kung-fu, kickboxing, and Thai boxing. This discipline shaped his leadership philosophy, rooted in focus, resilience, and strategic execution; and

 

Whereas, through education reform, cross-cultural engagement, and youth empowerment, Dr. Yavuz continues to advance transformative initiatives that foster inclusion, global integration, and sustainable development, guided by his enduring belief that "the success of every action begins in the head." Now, therefore,

 

Be it resolved by the House of Representatives:

 

That the members of the South Carolina House of Representatives, by this resolution, honor the life and achievements of prominent education strategist, business executive, and philanthropist Dr. Şakir Yavuz, founder and president of ATAFOM University International in Bangui, Central African Republic.

 

Be it further resolved that a copy of this resolution be presented to Dr. Şakir Yavuz.
