A house RESOLUTION

 

TO RECOGNIZE AND HONOR FLINT HILL FIRE CHIEF DAVID JENNINGS UPON THE OCCASION OF HIS RECENT RETIREMENT AS CHIEF AFTER FIVE DECADES OF DISTINGUISHED CIVIL SERVICE IN THE FIREFIGHTING COMMUNITY.

 

Whereas, the South Carolina House of Representatives has learned that Flint Hill Fire Chief David Jennings retired from his post as chief on January 12, 2026. It is with deep gratitude and admiration that we honor him for his remarkable fifty years of civil service in the firefighting community. David has been a steadfast protector, a visionary leader, and a true friend to all who have had the privilege of serving alongside him; and

 

Whereas, Chief Jennings began his fire service career with the Flint Hill Volunteer Fire Department, as it was then known, on January 1, 1976, and provided fifty years of continuous service to the York County Fire Service. He served his entire career at the Flint Hill Fire Department. From 1980 through 1997, he served as assistant chief, assuming the role of fire chief on January 1, 1998, a position he held with distinction for twenty-eight years; and

 

Whereas, throughout his career, Chief Jennings was instrumental in shaping fire protection services in York County. His accomplishments include playing a key role in the creation of the first fire department special tax district in York County and serving as chairman of the Flint Hill Tax District Board from 1985 to 1992; making a successful presentation to the York County Rural Fire Board that resulted in approval of the first Rural Fire Board-purchased ladder truck for the Flint Hill Fire Department in 1990; serving on the York County Rural Fire Board from 1993 to 1996 and again from 2004 to 2010, including one year as equipment committee chairman and five years as chairman of the board; and

 

Whereas, in addition he served as president of the York County Fire Chiefs Association from 2001 to 2004 and again from 2019 to 2022; as chairman of the York County Fire Training Center Committee from 2012 to 2016, guiding the project from initial planning through completion and working closely with the architect on facility design; and as a member of numerous additional committees in support of fire service advancement across the county; and

 

Whereas, David Jennings led the Flint Hill Fire Department through significant organizational transitions, serving as fire chief during its evolution from an all-volunteer department to a combination department and, ultimately, to a career fire department; and

 

Whereas, following his retirement as fire chief, he continued in an administrative role through April 15, 2026, to support his successor and ensure a smooth transition in leadership; and

 

Whereas, as David continues his transition from fire chief to retirement, the House celebrates not only his professional achievements but also the heart and soul he poured into the Flint Hill Fire Department. His dedication, leadership, and commitment to public safety have left a lasting impact on the Flint Hill Fire Department, the York County Fire Service, and the community he served for five decades. The House extends to him its sincere gratitude and best wishes, and the members trust he will find much enjoyment in the more leisurely pace of the days ahead. Now, therefore,

 

Be it resolved by the House of Representatives:

 

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Flint Hill Fire Chief David Jennings upon the occasion of his recent retirement as chief after five decades of distinguished civil service in the firefighting community.

 

Be it further resolved that a copy of this resolution be presented to Flint Hill Fire Chief David Jennings.
