A house RESOLUTION
to recognize and honor Deputy W. H. Brown and Corporal T. Floyd of the Lancaster County Sheriff's office for extraordinary courage, composure, and devotion of duty in the face of deadly danger, to commend them for their heroic service in the line of duty, and to congratulate them upon receiving the South Carolina Sheriffs' Association Medal of Valor.
Whereas, the members of the South Carolina House of Representatives are pleased to recognize Deputy W. H. Brown and Corporal T. Floyd of the Lancaster County Sheriff's Office for extraordinary courage, composure, and devotion of duty in the face of deadly danger; and
Whereas, on March 9, 2025, Deputy Brown and Corporal Floyd responded to a residence on Mosteller Drive in Lancaster County following reports of a double homicide involving a woman and her child; and
Whereas, while en route to the scene, responding deputies were advised by E-911 Dispatch that the suspect had personally contacted authorities, confessed to the killings, and stated that he remained at the residence awaiting law enforcement officers; and
Whereas, deputies were further informed that the suspect intended to meet officers outside the residence, creating an extremely volatile and dangerous situation for responding law enforcement personnel; and
Whereas, upon arrival at the scene, Deputy Brown made contact with the suspect and attempted to take him into custody at gunpoint, at which time the suspect initially appeared compliant and obeyed verbal commands issued by deputies; and
Whereas, as Corporal Floyd arrived to assist with the arrest, the suspect suddenly and without warning produced a firearm and opened fire on the deputies at close range, placing both officers in immediate peril of death or serious bodily injury; and
Whereas, confronted with an active and deadly threat, Deputy Brown and Corporal Floyd demonstrated remarkable bravery, tactical skill, and unwavering professionalism by returning fire with precision and control while under direct gunfire; and
Whereas, through their swift, coordinated, and courageous actions, Deputy Brown and Corporal Floyd successfully neutralized the threat, brought the violent encounter to an end, and prevented further loss of innocent life; and
Whereas, the actions of Deputy W. H. Brown and Corporal T. Floyd exemplify the highest traditions of the law enforcement profession and reflect great credit upon themselves, the Lancaster County Sheriff's Office, and the State of South Carolina; and
Whereas, it is altogether fitting and proper for the members of the South Carolina House of Representatives to pause in their deliberations to honor these courageous officers upon their receipt of the South Carolina Sheriffs' Association Medal of Valor. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Deputy W. H. Brown and Corporal T. Floyd of the Lancaster County Sheriff's Office for extraordinary courage, composure, and devotion of duty in the face of deadly danger, commend them for their heroic service in the line of duty, and congratulate them upon receiving the South Carolina Sheriffs' Association Medal of Valor.
Be it further resolved that a copy of this resolution be presented to Deputy W. H. Brown and Corporal T. Floyd.
