A house RESOLUTION

 

TO HONOR UNITED STATES ARMY COLONEL SAMUEL B. GLOVER II ON THE OCCASION OF HIS RETIREMENT AFTER THIRTY-THREE YEARS OF DISTINGUISHED SERVICE AND WISH HIM CONTINUED SUCCESS AND HAPPINESS IN ALL HIS FUTURE ENDEAVORS.

 

Whereas, it is altogether fitting that the South Carolina House of Representatives should pause in its deliberations to express gratitude to United States Army Colonel Samuel B. Glover II for his meritorious service of thirty-three years, first to the South Carolina National Guard and then to the United States Army; and

 

Whereas, Colonel Glover currently serves as senior advisor for Resource Management Directorate (G-8) at the Army Material Command (AMC), at Redstone Arsenal, Alabama. The AMC is the Army's leading command for global sustainment and logistic operations and executes an annual $55B budget. Through more than three decades of active duty and reserve service, Colonel Glover has served in a variety of tactical, operational, and strategic military assignments; and

 

Whereas, Colonel Glover began his career in 1993 as an enlisted combat engineer for the South Carolina National Guard until the rank of sergeant, supporting disaster relief. He was commissioned as an aviation second lieutenant with a business degree from South Carolina State University in 1995. After completion of the Officer's Basic Course and Initial Entry Rotary Wing Training in 1997, he completed the UH-60 Aircraft Qualification Course. Upon completion of training at Ft. Rucker, he moved to K-16, Korea, where he served as a platoon leader for Bravo Company, 1-52nd Aviation Regiment. Following a unit move to 1-159th Aviation Regiment, Ft. Bragg, North Carolina, Colonel Glover served as the Battalion AS-3. He then deployed with the battalion to Bosnia-Herzegovina in support of Operation Joint Forge. After his deployment, he returned to Ft. Bragg as the Battalion S-2 and simultaneously completed his Master of Business Administration in 2000. Next, he served as the HHC 1-212th Company commander, in which position he managed the two largest Army heliports, training over two thousand students. As an instructor pilot, he received his Army Senior Aviator Badge after flying over fifteen hundred hours; and

 

Whereas, from 2004 to the present day, Colonel Glover has served in various positions of high responsibility. He became a system evaluator for the procurement of new military systems and equipment at Aberdeen Proving Ground, Maryland; deployed in support of Operation Iraqi Freedom as an operations officer for Security Force Assistance Team Iraqi Transportation Battalion, after which he completed his Doctor of Management in organizational leadership; and served as an Army comptroller, working his first job as a resource manager (RM) at the Army Improvised Explosive Device Division. He next was selected as a congressional fellow and later became a member of the Army Senate Liaison, for which he provided defense and budgetary expertise to members of Congress from New York to South Carolina (ten states). He also served as Task Force Dragon TAC executive officer and Ghazni Security Force assistance coordinator and completed duty as 1st Cavalry Division comptroller, managing a budget of over $280M stateside and $480M overseas in support of units in numerous worldwide locations. In 2015, Colonel Glover and his section were selected as Resource Manager and RM Team of the Year for the United States Army. In the same year, Colonel Glover was selected as Joint Special Operations Command comptroller, and in 2018 he completed the Eisenhower School War College with a master's degree, next serving as chief, Congressional Budget Liaison, and aiding the Army in receiving over $182 billion funding and in the implementation of the Army Futures Command. In addition, he served as G-8 for the Space and Missile Defense Command, for which he was in charge of a $1B budget. Further, he served at Fort Sam Houston, Texas, as the IMCOM G-8, executing an annual $13B budget supporting 106 garrisons and 60,000 employees; and

 

Whereas, the House of Representatives takes great pleasure in extending best wishes to Colonel Glover for his many years of unparalleled dedication and distinguished service to the South Carolina National Guard and the United States Army. As he transitions to retirement, the members wish him much enjoyment in the more relaxed days to come. Now, therefore,

 

Be it resolved by the House of Representatives:

 

That the members of the South Carolina House of Representatives, by this resolution, honor United States Army Colonel Samuel B. Glover II on the occasion of his retirement after thirty-three years of distinguished service and wish him continued success and happiness in all his future endeavors.

 

Be it further resolved that a copy of this resolution be presented to Colonel Samuel B. Glover II.
