A senate RESOLUTION

 

TO RECOGNIZE AND HONOR Commander Cara T.L. Lowry of the United States Coast Guard, UPON THE OCCASION OF HER RETIREMENT AFTER twenty-eight YEARS OF OUTSTANDING SERVICE, AND TO WISH HER CONTINUED SUCCESS AND HAPPINESS IN ALL HER FUTURE ENDEAVORS.

 

Whereas, the South Carolina Senate has learned that Commander Lowry will begin a well-deserved retirement after twenty-eight years of distinguished service in the United States Coast Guard (USCG); and

 

Whereas, the daughter of Ricky and Alva Kay Myrick, Cara Lowry was reared in Dora, Alabama, and graduated from high school in 1997. She started boot camp less than a month later; and

 

Whereas, together with her beloved husband, Master Chief Petty Officer Steven Lowry, retired, USCG, she reared two fine children, Saylor and Victoria. Commander Lowry and her family moved to Charleston more than fifteen years ago while her husband was still on active duty in the Coast Guard and received orders there. She is a sustainer in the Junior League of Charleston, an advocate of National Fragile-X Syndrome Capitol Hill, a special needs Sunday school leader at The Church at Life Park, an ambassador of Our Community Listens, and a member of the Low Country Officer Association; and

 

Whereas, when not on active duty, Commander Lowry works full time as an emergency management specialist for the Incident Management Branch Office of National Readiness and Response at the Strategic National Stockpile in Atlanta, Georgia; and

 

Whereas, Commander Lowry has held and supported a variety of high-visibility assignments with national security responsibilities with combatant commanders. She was the USCG representative and lead planner for Trade Winds, 22-nation and for Obangame Express Nigeria, 29-nation exercises building maritime security capacity for partner nations; planning section critical coach for the Honolulu Mass Rescue Exercise BLACK SWAN; and deputy planning section chief and situation unit lead for the Cyber Crisis Action Team in support of Operation Blue Harvest; and

 

Whereas, Commander Lowry was selected to represent the USCG in the filming of Why I Serve campaign and was featured in Charleston Women magazine in the winter 2021-22 edition, "Behind the Uniforms." Her military service has been honored with three Coast Guard Commendation Medals, six Coast Guard Achievement Medals, four Coast Guard Letters of Commendation, a Global War on Terrorism Service Medal, and three Armed Forces Reserve Medals with Mobilization device; and

 

Whereas, she has served in a myriad of assignments, including Global Sustainment Operations Planning and Assist Division Chief of the United States Transportation Command at Scott Air Force Base, Illinois, since 2024; Operations/Planning Officer of the USCG Port Security Unit 309 in Port Clinton, Ohio, from 2022 to 2024; Logistics Department Head of the USCG Sector Charleston from 2020 to 2022; Emergency Management Manager/Base Charleston Comptroller/Operations Department Head of the USCG Marine Safety Unit Savannah in Georgia; Joint Operations Planner of USCG Atlantic Area from 2018 to 2019 and Emergency Incident Manager Preparedness Specialist of the USCG Atlantic Area Crisis Action Team from 2017 to 2018, both in Portsmouth, Virginia; and Contingency Planner of the USCG Sector North Carolina in Atlantic Beach from 2014 to 2017; and

 

Whereas, grateful for her many years of distinguished service to the United States Coast Guard, the South Carolina Senate takes great pleasure in extending best wishes to Cara Lowry as she retires on June 21, 2025, at Coast Guard Sector Charleston and transitions to the unhurried pace of the days ahead and to many prosperous years in her richly deserved retirement. Now, therefore,

 

Be it resolved by the Senate:

 

That the members of the South Carolina Senate, by this resolution, recognize and honor Commander Cara T. L. Lowry of the United States Coast Guard, upon the occasion of her retirement after twenty-eight years of outstanding service, and wish her continued success and happiness in all her future endeavors.

 

Be it further resolved that a copy of this resolution be presented to Commander Cara T.L. Lowry.
