Explanation of Fiscal Impact
State Expenditure
This bill authorizes the CG and any other state agency, upon request of the employee or retiree, to make deductions from the compensation of state employees or retirees for dues for the South Carolina Wildlife Law Enforcement Officers' Association.
DNR partners with the South Carolina Wildlife Law Enforcement Officers' Association and the association consists of DNR employees and retirees. However, DNR is not involved with the collection of dues, nor does it receive any revenue from the dues collected for the association. As this bill does not fiscally or operationally impact the agency, DNR anticipates this bill will have no fiscal impact for the agency.
PEBA will make deductions from the compensation of state retirees for dues for the South Carolina Wildlife Law Enforcement Officers' Association. PEBA anticipates this bill will have no expenditure impact for the agency as the agency can manage these responsibilities with existing staff and within existing appropriations.
The CG's Office anticipates this bill will have no expenditure impact for the agency as deduction from a state employee's payroll for dues for an association is within the normal course of business for the agency and can be managed with existing staff and within existing appropriations.
State Revenue
This bill authorizes the CG and any other state agency, upon request of the employee or retiree, to make deductions from the compensation of state employees or retirees for dues for the South Carolina Wildlife Law Enforcement Officers' Association.
This bill will increase Other Funds revenue for the CG's Office. Proviso 97.3 of the 2025-26 Appropriations Act establishes a $0.25 deduction fee per participant per payroll cycle for the CG's Office. The amount of the fee, and therefore the Other Funds revenue increase, will depend upon the number of participants who request to have their fees deducted from their payroll.

A bill
TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY AMENDING SECTION 8-11-83, RELATING TO PAYROLL DEDUCTIONS, SO AS TO AUTHORIZE THE COMPTROLLER GENERAL TO DEDUCT DUES FOR THE SOUTH CAROLINA WILDLIFE LAW ENFORCEMENT OFFICERS' ASSOCIATION FROM THE COMPENSATION OF STATE EMPLOYEES AND RETIREES.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 8-11-83 of the S.C. Code is amended by adding:
(E) Dues for the South Carolina Wildlife Law Enforcement Officers' Association also may be deducted from the compensation of state employees and retirees and paid over to his association in the same manner other dues under this section are deducted and paid over. The same restrictions and conditions that apply to the other deductions under this same section also apply to the deduction of dues for the South Carolina Wildlife Law Enforcement Officers' Association.
SECTION 2. This act takes effect upon approval by the Governor.
