    A BILL TO AMEND SECTION 24-13-80, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE PAYMENT OF CERTAIN COSTS BY PRISONERS, SO AS TO AUTHORIZE A BOOKING FEE TO BE COLLECTED FROM PRISONERS WHEN INCARCERATED IN A DETENTION FACILITY, PROVIDE EXCEPTIONS, AND REQUIRE AN ORDINANCE WITH CERTAIN REQUIREMENTS WHEN A MUNICIPALITY OR COUNTY INITIATED THIS FEE.
