    A BILL TO AMEND SECTION 57-5-1140, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO INSTALLATION OF RIGHT-OF-WAY ENTRANCES AND APRONS BY THE DEPARTMENT OF TRANSPORTATION, SO AS TO REQUIRE THE DEPARTMENT TO INSTALL RIGHT-OF-WAY ENTRANCES AND APRONS FOR EXISTING PROPERTY DEVELOPED FOR BUSINESS AS WELL AS PERSONAL USE OF THE OWNER AND TO SUBSTITUTE THE TERM "OWNER" FOR "HOMEOWNER".
