    A Bill to amend Title 49, Code of Laws of South Carolina, 1976, by adding Chapter 29 so as to amend the South Carolina Scenic Rivers Act of 1974 so as to place it in the Title relating to water resources, to designate the Water Resources Commission as the program management agency, to define ordinary high-water mark, to provide for public meetings, to provide for advisory councils, to provide for tax deductions, to specify additional conservation practices, to require a statewide river inventory, and to repeal Chapter 5, Title 51 of the 1976 Code relating to scenic rivers.
