    A JOINT RESOLUTION TO PROHIBIT THE CITING OF PERSONS FOR DRIVING A MOTOR VEHICLE WITH AN EXPIRED REGISTRATION FOR THE MONTHS OF MARCH AND APRIL, 2000, AND TO REVISE LATE REGISTRATION FEES FOR REGISTERING THESE VEHICLES IF THE MAILING OF TAX BILLS FOR THE VEHICLE WAS DELAYED TO ASSURE CORRECT VALUES ON THOSE BILLS.
