    A Bill to amend Title 33 of the Code of Laws of South Carolina, 1976, relating to corporations, partnerships, and associations, so as to provide for the establishment of the Small Business Development Financing Authority as a quasi-public entity with the purpose of assisting disadvantaged business enterprises in obtaining financing for bidding on government contracts by providing loan guarantees on behalf of qualified applicants, direct loans to qualified applicants, and interest subsidies to financial institutions, as needed; to provide for the appointment of the Authority's governing board; to provide for definitions; to provide for powers of the Authority and its board; to provide for the financing of the Authority; to provide a tax credit for investors of the Authority; and to provide that after five years the Authority will cease to be a public entity.
