    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-40-200 TO PROVIDE FOR THE VALIDITY OF THE REMAINING PROVISIONS IN CHAPTER 40 OF TITLE 59 IN THE EVENT ONE OF THE PROVISIONS IS HELD TO BE UNCONSTITUTIONAL OR INVALID.
