A Bill to amend Section 59-18-30, Code of Laws of South Carolina, 1976, relating to the criteria for evaluating the quality of education in the school districts of this State and the process for declaring a school district seriously impaired, so as to add an additional criterion for such evaluation pertaining to capital improvement needs which directly impact upon the educational opportunities and learning of students.
