    A BILL TO AUTHORIZE THE SPARTANBURG COUNTY COUNCIL TO EMPOWER THE HEAD OF THE SPARTANBURG COUNTY DETENTION FACILITY TO APPOINT LAW ENFORCEMENT OFFICERS, WITH THE APPROVAL OF THE COUNTY ADMINISTRATOR, TO OVERSEE THE JAIL AND TO HAVE THE AUTHORITY OF A PEACE OFFICER TO PATROL AND MAKE ARRESTS ON ALL COUNTY PROPERTY INCLUDING THE DETENTION FACILITY.
