    A Bill to amend Title 44, Code of Laws of South Carolina, 1976, by adding Chapter 114 so as to enact the "Confidentiality of Health Care Information Act" so as to require consent for release of health care information and to provide exceptions where consent is not required; to provide procedures for obtaining consent and for maintaining confidentiality of information that is released; to create a privilege against compulsion to release confidential health care information and to provide exceptions to the privilege; to establish a cause of action to have an erroneous health care record amended; and to provide penalties.
