    A Bill to amend Section 58-23-1210, Code of Laws of South Carolina, 1976, relating to the licensing of taxis in counties containing a city having a population in excess of seventy thousand persons, so as to delete the requirement that every taxi must be licensed in counties containing a city having more than seventy thousand inhabitants and to authorize the governing body of a county or city to license taxis only in the county or city where the taxi principally is operated at the time of application for a license; and to amend the 1976 Code by adding Section 58-23-1215 so as to provide for the exception to the meaning of operating a taxi.-amended title
