    A BILL TO AMEND CHAPTER 53 OF TITLE 38, SOUTH CAROLINA CODE OF LAWS, 1976, RELATING TO BAIL BONDSMEN, SO AS TO MODIFY CERTAIN DEFINITIONS IN SECTION 38-53-10; TO AMEND SECTION 38-53-50, SO AS TO ADD REQUIREMENTS FOR RELIEVING A SURETY ON A BOND; TO AMEND SECTION 38-53-70, SO AS TO EXTEND THE TIME PERIOD IN WHICH A DEFENDANT MUST SURRENDER BEFORE THE SURETY'S BOND IS FORFEITED; TO AMEND SECTION 38-53-90, SO AS TO REQUIRE AN APPLICANT'S FINGERPRINTS AND PHOTOGRAPH FOR INITIAL LICENSURE ONLY AND TO ALLOW BONDSMEN TO ASSIST OTHER BONDING AGENTS IN APPREHENDING DEFENDANTS WHO HAVE VIOLATED CONDITIONS OF BOND; TO AMEND SECTION 38-53-100, SO AS TO DELETE THE REQUIREMENT THAT BONDSMEN AND RUNNERS PAY A FEE TO EVERY COUNTY IN WHICH THEY DO BUSINESS; TO AMEND SECTION 38-53-120, SO AS TO DELETE THE REQUIREMENT THAT RUNNERS BE EMPLOYED BY ONLY ONE BONDSMAN; TO AMEND SECTION 38-53-310, SO AS TO DELETE THE REQUIREMENT THAT BONDSMEN REPORT THE FEE CHARGED FOR EACH BONDING SERVICE; TO ADD SECTION 38-53-350, SO AS TO REQUIRE THE DEPARTMENT OF INSURANCE TO ISSUE PICTURE IDENTIFICATIONS TO ALL LICENSED BONDSMEN; AND TO MAKE TECHNICAL CHANGES.
