    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 58-1-25 so as to provide that domestic public cellular radio telecommunications services and providers are not subject to regulation by the Public Service Commission under Title 58 of the 1976 Code or by any other provision of law.
