    A BILL TO AMEND CHAPTER 3, TITLE 54, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO FINANCIAL MATTERS OF THE STATE PORTS AUTHORITY, SO AS TO PROVIDE THAT THE AUTHORITY SHALL NOT ENTER INTO ANY CONTRACTS OR OTHER PROCUREMENTS THAT ARE IN EXCESS OF FIVE MILLION DOLLARS OR PERMIT APPLICATIONS WITHOUT AUTHORIZATION OF THE GENERAL ASSEMBLY AND IF THE GENERAL ASSEMBLY IS ADJOURNED THE CHAIRMAN OF THE SENATE FINANCE COMMITTEE AND THE CHAIRMAN OF THE HOUSE WAYS AND MEANS COMMITTEE MUST APPROVE THE EXPENDITURE.
