    A Bill to amend Act 436 of 1978, as amended, The South Carolina Hazardous Waste Management Act and Section 15 of Part II of Act 517 of 1980, as amended, relating to the Hazardous Waste Contingency Fund, so as to discourage the burial of hazardous waste by requiring the use of alternative methods of disposal, when available, to increase the amount of the Contingency Fund to protect future generations from the financial devastation of disrupted hazardous waste burial sites, to use a revised fee schedule to encourage more environmentally sound treatment and disposal methods for hazardous waste, to designate the State as the responsible party for monitoring hazardous waste sites when all other parties' responsibilities have been exhausted, to enable the State to exercise more control over future hazardous waste landfills by requiring future sites to be located on State owned land, and to reduce the likelihood of hazardous waste transportation accidents and prolong the life of existing landfills by limiting the burial rate of hazardous waste.
