    A Bill to enact the South Carolina Governmental Building Clean Air Act by prohibiting smoking in state governmental buildings except in designated areas, to define terms, to provide a penalty for violations, to require persons in charge of state governmental buildings to designate smoking areas therein, and to require them to discourage smoking in these buildings.
