    A Bill to amend Section 59-39-310, Code of Laws of South Carolina, 1976, relating to the mandatory driving education and training programs by school districts, so as to make it permissory instead of mandatory; and to amend Article 3, Chapter 39, Title 59, relating to mandatory driving education and training, by adding Section 59-39-350 so as to authorize the governing body of any school district to charge a uniform fee for those students who elect to take driver education and training programs.
