A Bill to amend Sections 56-5-5350 and 56-5-5390, Code of Laws of South Carolina, 1976, relating to the requirement of an annual inspection of vehicles and the display of a certificate of inspection, so as to require the owner of a vehicle to furnish the Department of Highways and Public Transportation, at the time of annually registering and licensing the vehicle, a certificate of inspection dated within the previous thirty days, to delete the requirement that the certificate be affixed to a vehicle after July 1, 1989, and delete the requirement that a motor vehicle may not be sold without having affixed a valid inspection stamp before delivery to the buyer.
