    A Senate Resolution to amend Rule 10 of the Rules of the Senate, relating to committee reports, so as to require that reports include a list of committee members and their votes, provide that the vote of committee members is a matter of public record, require that polls of committee members must be recorded and published as a matter of public record, and prohibit the polling out of a bill or resolution unless all committee members have been given an opportunity to vote.
