    A Bill to amend Section 56-5-4450, Code of Laws of South Carolina, 1976, relating to the times when vehicles must be equipped with lights, so as to require that a vehicle display lights whenever the vehicle is operated in an environment that limits visibility due to smoke, dust, fog, rain, snow, or other precipitation; and to provide that, for a certain period, any person who fails to display the lights when required by Section 56-5-4450 due to smoke, dust, fog, rain, snow, or other precipitation may be issued a warning ticket,
