A Bill to amend Section 56-1-1020, Code of Laws of South Carolina, 1976, relating to habitual offenders, so as to exclude a conviction for driving under suspension for failure to file proof of financial responsibility from the list of those offenses which constitute convictions for purposes of the habitual offenders law and to amend Section 56-1-1090, relating to the prohibition against habitual offenders being issued a license to operate motor vehicles for a period of five years from the date they are found to be habitual offenders, so as to permit this period to be reduced to two years under certain conditions.
