    A BILL TO AMEND SECTION 59-150-355, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO APPROPRIATIONS FROM THE EDUCATION LOTTERY ACCOUNT FOR THE UNIVERSITY TECHNOLOGY GRANT PROGRAM, SO AS TO PROVIDE THAT MONIES BE AWARDED TO ELIGIBLE INSTITUTIONS ACCORDING TO A FIXED FORMULA INSTEAD OF THROUGH A GRANT PROCESS.
