    A Bill to amend Section 56-5-5440, Code of Laws of South Carolina, 1976, relating to the penalty for failure to have a vehicle properly inspected, so as to provide that the penalty provision does not apply to any person who purchases a used vehicle for a thirty-day period beginning with the date of purchase of the vehicle.
