    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 57-11-95 so as to require that not less than ten percent of total state highway funds contracted for construction during a fiscal year must be expended with small business concerns owned and controlled by socially and economically disadvantaged individuals and to require that not less than three percent of total state highway funds contracted for construction during a fiscal year must be expended with firms owned and controlled by nondisadvantaged females, to require the South Carolina Department of Highways and Public Transportation to certify eligible business concerns, to require at least thirty days notice of contracts to be let to eligible concerns, and to provide for exceptions.
