    A Bill to impose civil monetary penalties upon the members of a county governing body which fails to act in accordance with the rules of procedure adopted by the governing body or the provisions of law applicable to the governing body concerning the manner or any procedure for conducting the governmental affairs or business of the county, and to provide for the disposition of the civil penalties collected.
