    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 20-7-2325, so as to require the Board of Directors (Board) for the Children's Bureau of the State of South Carolina (Bureau) to establish fees for certain services of the Bureau, provide that fees be charged on an income-related scale established by the Board, provide that inability to pay a fee does not preclude any service, prohibit charging a fee for placement of a child with special needs into an adoptive home, and provide that the Bureau shall retain the fees collected for use in a certain manner.
