    A Bill to amend Section 50-17-360, as amended, Code of Laws of South Carolina, 1976, relating to license taxes on fishing appliances, so as to impose a tax on nonresidents of two hundred dollars per one hundred yards for the use of anchor gill nets, stake gill nets and drift gill nets, except that residents of adjoining states which allow residents of this state to use such nets for the same fee imposed by this state on its residents may be issued licenses for the same fee as residents of this state.
