    A BILL TO AMEND CHAPTER 1, TITLE 19, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO EVIDENCE, BY ADDING SECTION 19-1-185 SO AS TO PROVIDE THAT AN OUT-OF-COURT STATEMENT MADE BY A CHILD LESS THAN FOURTEEN YEARS OF AGE OR A CHILD WHO FUNCTIONS COGNITIVELY, ADAPTIVELY, OR DEVELOPMENTALLY UNDER THE AGE OF FOURTEEN WHO IS A VICTIM OF OR WITNESS TO CERTAIN SPECIFIED CRIMINAL OFFENSES MAY BE ADMITTED TO EVIDENCE UNDER CERTAIN CIRCUMSTANCES.
