    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-19-313 SO AS TO PROVIDE THAT A PERSON WHO FILES AN APPLICATION TO RUN FOR A SEAT ON THE BOARD OF TRUSTEES OF A SCHOOL DISTRICT SHALL PAY A FILING FEE OF ONE HUNDRED DOLLARS.
