    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Chapter 118 to Title 59, so as to enact the South Carolina Prepaid Post-Secondary Education Expense Program; to establish the South Carolina Prepaid Post-Secondary Education Expense Board to implement the program; to amend Section 12-7-435, as amended, relating to deductions from South Carolina taxable income, so as to allow the deduction of payments for and benefits from an advance payment contract for university and community college advance payment plans, to require the Board to obtain rulings from the Internal Revenue Service and the Securities and Exchange Commission with respect to the program and to require the information to be provided to participants.
