    A Bill to amend Article 15 of Chapter 3 of Title 56, as amended, Code of Laws of South Carolina, 1976, relating to special license plates for National Guard members, so as to provide that retired as well as active members may be issued special license plates and to require the Adjutant General to certify members as retired.
