    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 59-103-38 so as to require the Commission on Higher Education to reduce a college's or university's share of formula funding when the institution's educational fee exceeds twenty percent of the amount determined by use of a formula developed by the Commission for purposes of determining the appropriation of the institution.
