    A Bill to amend Section 56-1-1090, as amended, Code of Laws of South Carolina, 1976, relating to the prohibition against issuing drivers' licenses to habitual offenders, so as to provide for a rule to show cause why a license may not be issued to an habitual offender two years after he is declared an habitual offender by court order.
