    A Bill to amend Section 5-1-30, Code of Laws of South Carolina, 1976, relating to prerequisites to the issuance of a corporate certificate to an area proposing to incorporate as a municipality, so as to provide that the five-mile limitation does not apply when the area's population exceeds three thousand instead of fifteen thousand.
