    A Bill to amend Chapter 3 of Title 5, as amended, Code of Laws of South Carolina, 1976, relating to change of corporate limits, by adding Section 5-3-400 so as to require the Attorney General to review any annexation prior to it becoming effective and to determine whether the annexation may become effective and to provide for the determination to be based on statutory laws and information submitted by the governing body and obtained in public hearings held in the municipality and in the area proposed to be annexed; and to amend Section 5-3-150, relating to alternate methods of annexation where the petition is signed by all or seventy-five percent of landowners, so as to define assessed valuation of real property classified for agricultural or timber use, or both, to require the municipal governing body to notify each freeholder owning real property in the area requesting annexation of the proposed annexation by regular mail and by publication in a newspaper of general circulation in the area to be annexed, and to require compliance with the provisions of the Section in order for an ordinance declaring annexation to be valid.
