    A Bill to amend Section 56-19-420, as amended, Code of Laws of South Carolina, 1976, relating to fees for issuing and transferring motor vehicle certificates of title and for issuing duplicate certificates, so as to increase the fee for issuing a certificate from three dollars to five dollars, and to increase the fee for transferring certificates and issuing duplicates from two dollars to five dollars.
