    A Bill to amend Sections 12-37-220, 12-3-145, and 56-3-2320, all as amended, Code of Laws of South Carolina, 1976, relating to exemptions from ad valorem taxation, the procedure for obtaining ad valorem tax exemption, and dealer and wholesale license plates, so as to exempt motor vehicles used in driver education programs by colleges, high schools, and state institutions from ad valorem taxation, to require property owners qualifying for an exemption from property taxes for motor vehicles provided for driver education programs to apply for the exemption with the South Carolina Tax Commission, and to allow motor vehicle dealer or wholesaler license plates to be used on driver education program vehicles.
