    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-1-240 SO AS TO PROVIDE THAT ALL POWERS, DUTIES, AND RESPONSIBILITIES GRANTED TO A COUNTY LEGISLATIVE DELEGATION WHICH AFFECT ONLY ONE COUNTY ARE DEVOLVED UPON THE GOVERNING BODY OF THAT COUNTY, AND TO PROVIDE THAT ALL POWERS, DUTIES, AND RESPONSIBILITIES OF LEGISLATIVE DELEGATIONS WITH REGARD TO STATEWIDE OR REGIONAL ENTITIES COMPRISING MORE THAN ONE COUNTY ARE DEVOLVED UPON THE APPROPRIATE COUNTY GOVERNING BODY OR BODIES FROM THOSE COUNTIES.
