    A Bill to provide that no more children may be included in the size of a family, for the purpose of determining the amount of Aid to Families with Dependent Children (AFDC) that a family may receive, than the number in the family at the time AFDC eligibility was determined and to provide an exception; to provide that a family may not receive AFDC benefits for one year or longer to increase the number of children in the family size for the purpose of determining the amount of benefits; to provide that the mother in a family that is eligible to receive AFDC benefits must consent to and have a birth control device surgically implanted and that a woman receiving an implant is eligible for Medicaid for this procedure; and to provide that the mother in a family currently receiving benefits has one year to have a birth control device surgically implanted.
