A Bill to amend Chapter 31 of Title 34, Code of Laws of South Carolina, 1976, relating to money and interest, by adding Section 34-31-25 so as to provide that no financial institution subject to the supervision of the State Board of Financial Institutions may charge an interest rate of more than three and three-fourths percent above its prime interest rate or the interest rate charged its most preferred customers on credit cards issued by it or on its behalf.
